Is Online Poker A Game Of Chance Or Skill?

To ask such a question would be an insult to the poker players of today, but this is the question which is being asked in Germany as the world’s leading poker companies attempt to get the game classified as a game of skill rather than chance. If they are successful with the appeal the game will fall out of the jurisdiction of the German Lottery Treaty and affectively legalise online poker overnight!<br /> <br /> Under strict German laws it is illegal for companies and groups not under the control of the German government to enter into any arrangements regarding games of chance. While the argument is that this protects German citizens from the dangers of chance games (and gambling) it is just a way of protecting the State Lottery and maximising income for the authorities.<br /> <br /> The whole argument refers to a court ruling in 1906 which stated that poker was a game of chance, with very little skill involved. While the ruling surprised many at the time there was little real investigation into the inner workings of the game. If poker groups are successful in reclassifying poker as a game of skill, the German market will be swamped with online casino groups from all around the world and could have repercussions for EU regulations on the matter.
