UK Release Poker and Gambling ‘Conditions’

The UK Gambling Commission has unveiled the new ‘Licence Conditions and Codes of Practice’ document in support of the UK Gambling Act 2005, which will herald the regulation and taxation of online poker and gambling operations in Britain as of September 2007.

The Gambling Act of 2005 lists three principle licensing objectives, which the new licensing document ensures are upheld; to keep crime out of gambling; to ensure that gambling is fair and open; and to protect children and other vulnerable people.

'Britain's gambling laws are undergoing wholesale reform, and from September next year all operators must be licensed by the Gambling Commission,' remarked Peter Dean, the Commission's chairman.

However, Dean also fired a warning to operators that the new licensing regime will have to be tightened if it leads to an increase in betting addicts, implying that companies applying for licences would be expected to intervene when customers showed addictive traits.

The commission rejected complaints from across the industry that the regulations relating to problem gambling were too onerous and impractical, and could do more harm than good as well as raising issues of privacy, data protection and human rights.

But while he expected the number of gamblers and online poker players to be higher than the one million the commission reported in the summer, Mr Dean said he believed the net result of regulation would be a decline in problem gambling.
